I find it odd that they'd try and abuse a dragon. Those things are apex predators, haven't they ever heard of the phrase 'bullying a dragon'?

I kinda have a theory/idea that explains why Dragons are in Equestria. So I think there's a land that primarily belongs to the Dragons, called the Dragon Lands. It boarders off of Equestria or is separated by a body of water. There the Dragons do what they want without the interference from Ponies. However hundreds of years ago when Luna was trapped on the moon and Celestia was left doing her duties and everything she kinds got overworked and got really sick. Because of that she needed a break, she could still raise and lower the Sun and Moon, but she needed help governing Equestria. So a Unnamed high ranking Mare stepped up to help her. This mare was good and loving at first, everyone loved her. However as time went by the power started going to her head and one night she drugged Celestia to where the only thing she could do was Raise and Lower the sun and moon, that even was a great struggle for her. When she did it she usually slept the entire day or until it was time to raise the other celestial body.
In this time the Unnamed mare (Don't have a name for her) took control of governing Equestria. Feeding the populous false lies and false truths she gained most of Equestria's loyalty. In time she saw the Dragon Lands could possibly hold some profit and gain for her, so sending in trained soldiers they retrieved several dragon eggs. From there Unnamed mare proceeded to have Unicorns put spells and enchantments on the dragon eggs. Once the eggs hatched these babies wouldn't have a trace of the aggression for violence Dragons had because of the spells and enchantments.
The public saw this and they wanted docile dragons for themselves. So thus the Dragon Trade was born. Over several years the Unnamed mare stole countless eggs from the Dragon Land until she was able to breed Dragons in Equestria. When that happened the Dragon Trade boomed. Nearly everypony had a docile dragon egg, child, or adult. In the beginning years they were only seen as pets, companions, and sometimes even as slaves. These Equestrian raised dragons didn't have a mean bone in their bodies, Unnamed mare's spells ensured that.
Eventually some Ponies saw the cruelty and decided to save the dragons. Thus they started saving Dragons and bringing them back to the Dragon Lands or letting them be free. These ponies soon gained in numbers to the point the Unnamed mare saw that they were a trouble. She tried bringing them down (she did succeed with a few), but the Dragons that they had saved defended them.
So all in all her father didn't fight back, because he couldn't.
