This story was pretty good. The original Fallout Equestria had a deleted scene side story clopfic, so it's kinda cool to see Horizons get one too. Also, even though you say it's not technically a clopfic, it does have sex, so you should add a sex tag.

This is pretty authentic to the narrative style of the original. You did good.
At first, I was opposed to this pairing, because honestly, I thought Scotch's standards were a bit higher than this (I mean, seriously, Bastard basically insulted P-21 and his sacrifice in the last chapter, right in front of her). But you actually made it seem plausible.
Reading this for the second time, I gotta say - this is rather well written. I don't particularly like PH or foalcon, but it was rather well written.

6069736 Yeeeah I've always been of an interesting opinion on that subject. The entire reason pedophilia is wrong is because it harms childrens. It's child abuse to the extreme. That's terrible. But there's no abuse in this story and the characters in it are fictional. So there is no harm done. Idk. That's just the way I look at it.
Second time reading this, and I can't help but wonder if someone has already done the sex scene with Blackjack and P-21 from Ch.69. There's one with Blackjack and Glory, and now this one.

Why would you end it there? They weren't even finished yet, they didn't stop jus because Black jack woke up. Overall this was okay, it being from Bastards PoV kept it interesting. Which was well written. But major points knocked off for ending it there.
