Hold up, I want to say three things here. One, Luna would need a phantom to interact with the girls to start the process of giving birth to phantoms, is she aware of that fact? Two, if she is aware, what's to say Wiseman won't backstab her, or let alone even cooperate with her? And thirdly, If this is the route Lana is taking, won't Wizard just arrive on scene and mess up all her plans? She would then not only have to deal with Den-O, but also have to deal with Wizard. I don't see the benefits in this plan she's forming.
7131219 let's just say Luna didn't fully study up on the Kamen Riders and their Enemy Kaijin when she first found out about them. She does know what Phantoms are capable of, it's just she can't leave the island she's on due to the spell Celeste/Celestia used on her.

I have to say, this is quite fun until now and it feels somewhat different than the original until now, finally managed to start watching it. Let's hope that it stayes that way and doesn't devolve into a blantent copy of Den-O because the added parts are very interesting and fit in quite well.
It has almost been a year since this fic has been updated...I hope it hasn't been abandoned, it's one of my favourites.
