Why would they make just regular flintlocks? They could probably make some kind of "spell gun" that has a charge of magic as a magazine that the consumers could buy. Also, why is Celestia hating on Masao so much? It sounds like she's trying to make him go berserk.
5868947 comparatively she has spent the least amount of time with Masao, even with Luna being gone for so long, she doesn't understand his triggers, and after all she had been ruling Equestria all on her own for over a thousand years during which time Masao was no where to be found, so she had gotten used to trusting her own judgement and not relying on someone else's.
As for the flintlocks, the gun was invented by an earth pony and pegasi group, so there wasn't much in the way of magic, not that they denied unicorns access to the group, but rather in the town where they made it, unicorns tended to stay in their tribe more so out of pride

Now that I think about it, Masao did spend two or three years as Celestia's enemy during the Lunar Rebellion, and then at the end of it he disappears for a thousand years without a trace (that we know of). Then just shows up out of the blue one day with a clan of followers. I can see where Celestia would be wary of him.
