The current spell she is using is called, amusingly enough, Zap. It is a basic lightning spell that any unicorn can cast, lightning attuned or not. Harper is lightning attuned. So her Zap spell is premium strength.
She won't physically be able to cast chain lightning for a while.

Psst, certain Earth ponies sort of slip through this space as well, but only partially exist here as they pop through reality. They're never in danger, but they are aware of the ghosties and the grosslies, and to giggle at them if they follow them.

Other Others exist between any two connecting realities. Like Discord explained, they are the walls between two rooms. They are always there and are the border where one reality ends and another begins. There are infinite Other Others, and countless other realities, and for example, if the Chase Verse was a four sided room, there would be four available walls making up the room, which means four accessable Other Others.
Earth ponies pop in out of the Other Other partially when they blink travel, like
does, using a dash of chaos magic. Lots of things wind up here, like cockroaches and vermin nesting inside of walls. Only in the Other Other, there are horrible monsters and boogey creatures.

No. Because they belong in one dimension. They just got caught in the walls. Unless you have very powerful magic, slipping into the dimension next door is very difficult.
Sombra figured it out, Star Swirl managed to do it, Discord does it often, but these are the rare cases of it happening.
