im a 13 year old who acts 6 years old sometimes i just learned about what immagrents have to do to become citizens today and i was taking the immagrent test and i hated it even if i wasnt an immagrent i hated it i said i dont know for 3 of the questions, so when you posted the thing at the end saying he wasnt a citizen triggered what i learned today and i wanted to fight about it for no reason but to say he is an illegal immagrent

Actually, I believe the reason he isn't an Equestrian citizen is because his residency predates the founding of Equestria. As he is also royalty by official canon - has been referred to as King Discord - technically speaking, all of Equestria are the immigrants.
