Others say that he is only the front-man--a figure head--for the real man behind the famous department chain and all its subsidiaries.

That was pretty dark. Nice short story there. Small towns with big crime bosses? Good luck trying to be a whistle blower. Hell, our own country encourages whistle-blowing only to condemn them to a life much like Berry here. No one wants to hire you, no one trusts you, no one wants to be around you. It's a great way to weed out the snitches from the loyal servants.
then Ruby just goes more underhanded about her opposition. Less straight-forward. less traceable. Harder to 'punish'.
