I meant this as a one shot that wasn't related to it, but Celestia in POS is cunning enough to pull this off.
I would not put this past Celestia and would not call it evil. She is the ruler after all. I guess it MIGHT depend on if she is supposed to share power with the nobles or a legislature or something in this fanon.
