Wow. You've been pumping out chapters like an animal. It's a lot to take in, but, it does satiate my thirst for horse words. This might be my personal favorite so far, actually. Not only did you provide the connection that was needed, but you managed to twist the entire show's canon (I thought you'd stay along the original path), develop the characters in the right way for it, and make Celestia look like a bitch! I am very excited to see where this goes from here, now that the whole destiny thing is switched. I assume Celestia has already chosen Twilight to be a candidate for alicornhood, and by bringing Cadence in to babysit, she can get a better read on the filly. Although, I am worried about where you'll be going with the rest of the Mane 6, and how Twilight and Rainbow's personalities will change with the move to Canterlot. I don't recommend completely rebuilding from the ground up, as that might turn some people off. Twilight will still be bookish, and RD will be brash, but maybe sprinkle in some foil characteristics? I dunno, you've surprised me thus far.
Seriously though, bravo. I was not expecting this, and you pretty much blew out my standards. All in all, this gets a 420/10.

Maybe, but when you consider everything that's happened to her in her lifetime (especially including Xanthos's rebellion) can you blame her for taking the precaution of making sure that the most powerful pegasus in generations is raised with a close connection to her? I mean yes, it isn't something that's good per se... but it makes sense that she would do so.
Don't worry, Twi and Dash are going to be basically the same in terms of base personality structure, they're just going to act a mite bit different. For example, this Twilight is going to be just a bit more arrogant which you'll see on display next time.

I will admit, it is not a good moral thing to do but she has her reasons for it. Just think of it from her perspective for a moment. There is a filly who is worlds above the power of most normal pegasus with a mystical ability that hasn't been seen for the last thousand years. This comes painfully close (in immortal terms) to the scheduled return for her sister (which is what she's spent the last thousand years planning for) throwing a potentially giant wrench into the gears of her overarching plans. Celestia combats this by putting said filly on the fastest road to her ultimate goal (becoming one of the Wonderbolts) and keeps her where she can make sure she doesn't go astray. There's nothing bitchy about it, it's just a morally dubious decision made by a being who has one singular goal in mind.

It's not so much about making things feel fresh, it's about following through with the overarching nature of the changes. You can't change one thing and not change others based on the circumstances (in overall plot structure) surrounding them.
All that being said, I knew she'd catch a lot of flak for this decision way ahead of time and did it purposefully to drive home the point that this is not canon Celestia.

This right here is the big problem with it. What if RD doesn't want to be a Wonderbolt in this AU? What if she wanted to be a racer? Or what if she got hooked on the Daring Do books earlier and wanted to travel the world? The fact of the matter is that Celestia is unilaterally deciding what Rainbow will be and is allowed to do based solely on her own wants and desires with little to no consideration for the opinions or feelings of the ponies she's manipulating.
Tyrant Celestia is alive and well.
But it's k as long as her goals are met. And I suppose it fits her personality in an AU where she would declare herself queen instead of princess.
Oh well, I've never liked Celestia anyway, so it's no real loss.

Out of curiosity I'd like to know what overall makes her a tyrant. To me, a tryrant is someone who uses their power unjustly or unfairly to the suffering of their people as a whole.
During her time in power Celestia has pushed for progressive change from the noble class enabling anyone to become noble out of their own merit, forged alliances with neighboring nations in order to prevent war and acted at every turn to help her subjects. While Procedure 1029 is not in and of itself a 'good thing' and is very morally questionable, it does what it's supposed to do; namely keep extremely powerful/potentially dangerous ponies from growing up to cause harm to those around them. Not only that, but it provides them with an extremely large number of highly knowledgeable teachers and the ear of an immortal who has a great deal of knowledge.
Of course, that’s all my author’s bias talking, so I’m interested to hear your opinion on it.

There is a court system in place who have ultimate say over what is just or unjust and would step in if necessary and Celestia would listen to them. As for unjust, that’s a matter of opinion. Now while it was certainly not a morally good thing for her to move Rainbow to Canterlot, it was not unjust. If it was unjust, she wouldn’t have provided Prism with a high paying job or any of the other things that she’s doing for Rainbow such as paying her way through college.

Now it is true that using the definition of despot, you could make a case for Celestia being a tyrant, however, Celestia does not have total control over everything. The nobles while less powerful and vulnerable to change are perfectly capable of signing legislation on their own so long as it does not harm the land of Equestria.
As for your argument about her leaving the sun up all day and all night for days on end, I would like to point out that that's something that could be leveled against any Celestia and is more of a problem with her character as a whole then my particular interpretation of her. Furthermore, this Celestia wouldn't do that. The only time that she exercises her powers are in times of extreme peril or when the lives of huge swathes of people are at risk.

Yes, I agree with all of what you said, but would like to point out one thing.
But the point is that she can, which is quite a big deterrent to anyone.
It is why I called her a Benevolent Tyrant; she technically holds all the power, for who could stand against her (sans sister), but chooses not to, and what power she does exert is for the benefit of the people.
Although, and this is a bit of a topic change, when I mentioned about Celestia having the nuke compared to everyone's sticks and stones, it got me thinking. What power does Luna actually have?
'Mastery over the night' is quite vague. We know she controls the moon, her celestial body, but then things get interesting. Lets say for this story that Luna does indeed have complete control over the night, including what one sees in the sky at night. I.E, space. And if we go with the fact that Luna can change the night sky at will, as in shifting or creating new stars, one notices something peculiar.
Unless the fundamental groundwork for Equestria's universe is drastically different from ours, then one can say that the stars Luna shifts and creates are fundamentally the same in each universe.
In other words, Celestia controls one star, Luna controls everything else. Which begs the question, how the hell did Luna/Nightmare lose? My hypothesis? She didn't actually know what stars are, and as such could not draw power from them, assuming of course that Celestia draws power from the sun. Instead, she only drew power from the moon, something that is quite a bit weaker than a star on the cosmic scale. Hell, all Luna needs to do is find an astronomy book in Arlington Library and she'll realize how powerful she actually is.
And if she has complete mastery over space, that means she has control over the most enigmatic and powerful thing in the universe, the black hole. I'm sure Nim would be ecstatic to learn how those are formed.
But again, this is only relevant if Equestria's universe is fundamentally the same as ours.

I just don't like the word Tyrant, while it is correct in some cases it has far too much of a negative connotation to be assigned to Celestia. The first name that comes to mind when the word Tyrant is said is either Hitler or Stalin, two being who are far, far, far worse than Celestia ever has been so forgive me for getting rather irked when people (it wasn't just you, you're just the one with the longest comment) call her one. Celestia here is more akin to an English Queen/King Pre Magna Carta when there were few blocks on their power (I'm not an English history buff so if I've made a mistake in that please be forgiving) or possibly an Empress.
As for Luna's powers, in my opinion, and as of the lore for this universe, Luna gains her powers from the Moon that orbits Equestria, not from the stars. The stars in her mane are a reflection of the night sky around the moon, not a symbol of their power within her. Of course, that's just my take on it for this universe and I can't speak for all of MLP

Fair enough; it seems many people simply don't like the word because of connotation, which is understandable. I have never actually seen someone say it has 'far too much negative connotation', as that implies that yes, Celestia does do things that can be considered tyrannical, just not enough to be, you know, a tyrant. Instead shes a politician.

I always thought of the stars as actual entities, separate from Luna's control. "The stars will AID in her escape." Could some inanimate particle aid someone? No, I think that is personification, not actual rhetoric. Luna gets her power from the moon and calls on the aid of the stars.
Of course, she could still have control over space. Teleportation, dimensional pockets, dimensions themselves, universal reletivity, gravity and motion, that sort of thing. Considering that black holes are created by astronomical amounts of gravity, she could conceivably make one...

My most major gripe so far is the misuse of to versus too. For example, you write things like "he was going too die". This reads like "he was going also die". Using to is more correct, since it makes the action "to die" as a connecting word. But yet, I'm no grammar guru, just sayin.

And while yes she does care about her citizens she seems like an overbearing parent who never seems to realize that their child grew up a long time ago.And then there is the problem with rainbow dash, yes she is powerful and yes she might might be dangerous but forcing them to live in the castle against their will. Even with the best intentions is still like a government that is overusing its power for the supposed safety of its citizens. But then again she could be a lot worse.

There is a point that can be made about that, but keep in mind, the last time the ponies had their own autonomy Celestia and Luna were hunted down for being too powerful as foals. It stuck in her memory and now days she doesn't really believe that the ponies have the ability to govern themselves safely without her guiding them. It's not a good way to see the world, but it's her way based on the experiences in the life she's lead.

True there are other ways that she could do it, your idea is a good one. One thing to keep in mind though is that while Celestia is an overseer of sorts for all of them, the nobles actually are competent at what they do thanks to her reforms. She's not micromanaging things, just making sure that they're being directed in the right manner and occasionally interfering in smaller things like Dash.

Okay, I get that people have strong opinions about Celestia's character and her actions in this chapter, but I just think it's kind of funny when some of those same people decrying "Tyrantlestia" start cheerleading for Luna to come back and dethrone her. Especially when one of the arguments is that even if Celestia isn't a totally evil despot, she could be by virtue of having a monopoly on the day/night cycle.
As opposed to Luna, who raised an army and started a civil war because the voice in her head told her to. Oh, and who would then become the sole authority over the sun and moon if Celestia were removed from power.
