CP9, huh? Very interesting choice. They are certainly a very unstable group to write about in an MLP crossover setting. Their "dark justice" could POSSIBLY be sworn under Celestia, but it could just as well end up with them going on a killing spree. Lucci especially feels like a living bloodbath just waiting to happen. Way to bring out a tension-filled atmosphere right from the first chapter there.
I'm really glad to see that you've managed to pull off Kumadori's speech pattern. He may not be my favorite member of the group, but he's without a doubt the most hilarious. I still fondly remember the scene where Chopper locked him inside a fridge.

Ok, finished. Very funny, although there are some minor syntax derps. A bit more proofreading would likely help with that.
I wonder if Kalifa will start acting like a little girl, and when the others ask what's gotten into her, she explains that it's like her childhood dream come true.
I can imagine CP9 being surprised at how peaceful Equestria is and how there's barely any conflict (aside from things like the Changelings). Fukuro and Kumadori might like the place, Kaku and Blueno could appreciate the peaceful atmosphere, Kalifa might be the one to enjoy it most, while Lucci will feel like they've just been sent into a child's storybook. Jabra would probably be the one who wants to bail since of how unmanly the place would feel to him.
I'm also imagining a tense moment should Lucci ever learn about Nightmare Moon and why she's still alive, as he believes all criminals should die. I wonder if part of the plot is the rest of CP9 trying to keep Lucci in check while he and Celestia have a conflict of beliefs.
Imagine if Rainbow Dash tries to get CP9 to teach her their techniques. Or Fluttershy tries playing with the Zoan users. Or...Twilight wanting to experiment on all of them.
