I don't really like using numbers for this stuff, personally; there's not really a consistent maturation process between horses and humans, and age is never made explicit on the show. My intent was to imply that she's just above the age of consent in Equestria, and I figure all the main characters are at or above the age of consent when the show starts (since most of them have jobs and several live alone).
Short version: In this, she's the age Rarity is in season 1.

The age Rarity is in S1. She's somewhat inexperienced sexually in this, but nobody's shocked that she had sexual experiences, I put a picture of Sweetie at an adult age up, and I explicitly stated that in the blurb about the story. Nothing in it suggests she's underage, simply that she's the younger sister.
