Yeah, because it's totally the desire of every doting father to send his child into a potentially dangerous situation where their child's welfare if discovered would be unknown. /sarcasm
I really hate that 'or else' part. Because that comes across as a threat, and that isn't what someone who loves their spouse should do. And even at that, she's got to understand that children must grow up sometimes and learn how to fend for themselves. Because otherwise their mental maturity and capability towards independence becomes stunted, if not completely entrophied. At the least she should share her concerns and communicate with her husband, rather than issuing unspoken threats should he fail to meet her conditions.
