Well you've got my thumbs up, but I'm going to make a guess as to why you have so few ratings: Your writing is good, good enough that no one wants to give you a thumbs down, but the story doesn't really wrap up well enough for most people. It isn't a bad ending per se, but that last line doesn't really have the punch that it needs. A bit more setup about the scene of the crime would go a long way.

Also, abundance of OCs without much reference to show characters for so long probably turns people off enough not to finish reading without actually making them dislike it.

Otherwise I'd just say it isn't really funny enough for the comedy tag, but I like it. You have a good ear for dialogue and this reads like some noirish cop story: a good acomplishment!
