It's a post-Cell Gohan story with a side arc involving Vegeta, it's basically about Gohan stepping up to be earths hero without Goku's help on account of him being dead. Vegeta's bit's about him giving up fighting (As he did in canon) and coming to terms with Goku's death.

If Goku and Vegeta taught the sailor scouts fusion, I have a strong feeling the most powerful one would be the potara fusion between Usagi and Rei. If we go by Z rules when the fusion was supposed to be permanent, the elder kai mentioned Goku and Vegeta's rivalry made it more complete.
