One of the things that made the Cthulhu Mythos the Cthulhu Mythos was a collection of shared elements that were reused by multiple authors. Gods, places, ideas, eldritch tomes and more, these sketched out the shared and fictional mythology that, however tenuously, held the Mythos together.

How can the police system be reformed in the US? As in fix the police system.

Disbanding them entirely would be insane. Unless, you want violent gangs to control your communities? Yet, at the same time you do not want the police to be completely useless.

If the police were disbanded, what would you have to keep order? Religious zealot inquisitors? Militia? Mob rule with show trials and guilty before proven innocent. What would you replace the police with to stop anarchy?
