While Draconequi and their detachment (their equivalent of avatars) are literally pieces of them they've disconnected from themselves, Alicorns and their avatars are different.

The more experienced and powerful an Alicorn is, the more powerful and capable of independent action the avatars they create are. But it's a balancing act along a double-edged sword.
