I like my ponies to be horsey, so yes, I think they go into heat.

BUT! Heat is no excuse for bad behavior. Additionally, as beings who have evolved into sapients with complex societies, I believe their heats are much less powerful than prior to being sapient (or at least much more easily controlled by them being sapient).

I mean...

Horses get horny, yes, but they still don't become mindless slaves to their hormones. That kind of incapacitation would leave anyone vulnerable to extinction, much less to any enemy (*cough*Chrysalis*cough*) smart enough to simply wait for Spring.
