Well, first off, go into the stories section as an admin and see if you have any folders in there to begin with, and maybe the solution will become apparent...

Go into the "Modify Group" screen by clicking the pencil next to the name, then go look at the Folders, and make sure there are some there. If there are, they aren't showing up, so you need to alter them so that they do. If there aren't any, you should add some. I suggest you start by making a folder called "Main", and if you want there to be subcategories, putting them as subfolders of that so people can look at all the folders at once.
