If you join this group you not only have the right, but you have the DUTY to tell when someone's story is bad. Let me be clear, I'm not saying you should insult each other. Quite to the contrary, overly aggressive individuals will be removed. What this group is all about is constructive criticism, and helping each other create the best possible stories we can possibly produce. In short, our goal with this group is to create a community with a wide variety of people, and a shared intent to hone our abilities to give skillful criticism and our capacity to take it in.

The key here will be finding a balance between respecting the author and expressing your (our? the readers'?) opinions. I think there's a sweet spot for that sort of thing beyond which an author is just being overly sensitive, but I guess we'll see.
Speaking of authors, we should practice on ourselves before we go out and talk about other people's work. We have a responsibility to learn how to take criticism constructively before we try to dole it out.
It is sad how some readers don't comment on stories because they had bad experiences with minority of authors that can't handle criticism.
I hope this group contributes to readers' assertiveness.
