They do this every year. It's funded by a bequest IIRC. They get something like 20,000 entries, and they charge no fee for submission, so, yes, it's legit. The only thing to be wary of is they have a very strong ideological slant--the entire purpose of the charitable bequest is to encourage peaceful coexistence between cultures. Unfortunately I expect that means, as is always the case when people say something like that, that your story must avoid any thoughtful consideration of how cultures might actually coexist, and instead cover it in fairy dust and wishes for a perfect human nature.
