The story will be about the history of Frostlost, a city in a perpetual blizzard. Frostlost is watched over by its guard, who keep the city safe from itself and from others. The guard not only arrests those that commit crimes but stops those predicted to commit crimes. The punishment for any crime, no matter how small, is your mind getting arrested and being forced to work until you die.
