After going to Canterlot, Twilight went to Celestia to talk about her plans. She was so excited, that she nearly lost focus.

"It is going to be so exciting, getting to spread friendship to the races that we made alliances with.", she screeched, "However, there are not any rulebooks for me to utilize."

"Actually, there is.", said Celestia. "There is the Equestrian Education Association, or EEA. They will need to approve your plans so you can go forward."

Twilight searched for the EEA headquarters and soon found it. The doors had an image of a horseshoe encircled by leaves. Determined, she went inside, not knowing she was being followed by someone who knew her well.

"Greetings to you all, my name is ...", she started.

"Princess Twilight Sparkle, I am Chancellor Neighsay.", a stallion interrupted her, mid-sentence. "Equestria owes you a great debt, but, princess or not, we expect that you go, by...  the...  book!", he hissed as he threw a copy of the book at her.

Twilight nervously flipped through the thick book and gulped in nervousness. These were STRICT regulations, and her heart sank, because it meant that she would not be allowed to teach classes to creatures other than ponies. One rule dictated that she would have to have Neighsay come and inspect her progress. This was not good.
