Also, I am treating armour not as a single piece, but taking into consideration how much each area of the body is being protected. The pants are very thin, not having any sort of anti-ballistic or heat resistant materials woven in. And remember, energy weapons have a habit of doing a LOT more damage through sheer chance. That's what happened here, though his duster took the worst of it, enough got through to cripple his leg.
