To be fair, in modern times, you can expect pretty much everyone to have some form of internet access, while dictionaries are far rarer. Besides, children rarely carry a dictionary around, so teaching them how to look up words in a way they will almost always have access to makes sense.

I tried to make a youtube account after long since losing access to my old one, and old one's email, but now you have to have a phone number to make one, and i have no damn phone because i can't afford one nor justify the cost of owning one even if i wanted to.
