March means that April Fool's Day lurks on the horizon. I say this not just as a reminder to trust the Internet even less than usual in a few weeks, but also because that's the deadline for an ongoing contest. With only four entries, the field is still very open, and speaking as one of the judges, I'd love to see more animated madness.
(And let's face it, given the state of the world, we could all use a good bit of levity right now.)
Yeah, I'm a bit surprised there hasn't been more entries. Even granting these things always pile up near the end, it seems rather small thus far.
I'm definitely going to try and crank something out for this – given the most salient aspect of my public-facing persona is "oddball ghost who talks or writes at length about animation, or makes videos on it", if would be maddening to not do so. I even have nuggets of interesting ideas floating around! Just got to solidify them into a cohesive story. Or a "cohesive" story, given classical cartooning, you know.
Course, a lot of this depends on whether stories set in Who Framed Roger Rabbit? Hollywood with toons as actors are allowed (if sticking to the "only Pony, pre-1947 and Roger Rabbit-appearing characters" rule, of course). Or if it's supposed to be only a more traditional crossover, that could be dicier.
Ah yes, this one had slipped my mind. I think I might be able to cobble something together in time. (Although that Popeye fic that's already been entered is going to be tough to beat.)
I've got a story idea in mind, just have to get it to paper.

Employing the Animated Actors trope is fine, but it can't be on Earth. Toons don't count as humans for this contest, but Angelinos do.
For a second there I thought there was a call for animation projects, which... oi, that's been a headache for years now, one that's reared its ugly head recently, in fact.
But the story contest looks interesting, just can't really participate at the moment. Tossed an idea out when it was announced, no time or energy to flesh it out or finish it in time.
Too many irons, too many fires, and we're down to embers on a few of'em. Maybe on the long term, when the contest is over. That Jessica Rabbit/Rarity 'talking about romance' concept might have some legs.

We're fine then – what I had thus far was set purely in Toontown and very specifically (like, core to its concept) had only toons, not humans. It only needs Ponies and the other toons, so it's probably better to be a more normal Animated Actors bit. It'll be easy to swap that to not be on Earth, and better for it. Thanks for checking!

If a character doesn't directly appear in WFRR, but they are A) referenced in it; B) originally from a movie from which other characters do appear in the film; would they be eligible or are they out of the question?

Apologies for the late reply, I only check this account about once a day. I was actually going by the list Estee linked, in which it's mentioned that they are 'referenced by other characters'. However it is as unhelpful as my memory is being in actually noting how and when that happens, a cursory check of online transcripts shows it's not by name, and online searches only point to background detail. So either the wiki is incorrect (possible) or they are mentioned, not by name, but in a clear enough way that no one finds it relevant to point it out, and I'm blanking out on it (also possible). I will have to give the film another watch to confirm the presence or lack thereof of any actual reference, so I'll get back to you on that. If it ends up not being there though I'll probably rework the concept and write it anyway outside of the contest because I feel somewhat inspired for once.
