Just reread the story there (it had been on my “Reread to Reevaluate” List) and it is still honestly as good as I remember. A unique concept that not only seems odd no one else has tackled it from that angle, but which ramps up the seriousness and fret that will plague the agency for generations to come… only to be derailed with a hilarious punchline in the coda chapter? Marvellous stuff.
