Just on a headcanon roll lately. But yeah, what if Cozy Glow, the manipulative ponified Darla Dimple, is actually an adult pony with some sort of dwarfism? This explains some of her characterization and even fills in some plot holes in her story.
Birth certificates exist in Equestria. We saw Applejack's in "The One Where Pinkie Pie Knows", and if they exist, then that creates a definitive way to know somepony's age. This is a matter of public record, one that the government (such as Princess Celestia) could access at any time.
Twilight's School of Friendship does not discriminate. It is open to all sentient beings, regardless of race, nationality, or age. Because of this, Twilight would have no reason to do a background check on Cozy Glow when she applied to the school.
Cozy Glow is completely fine with being mistaken as a child. She has found that ponies are far easier to manipulate if they think that she is a weak, powerless, little filly. This is also how she can so easily deceive ponies such as Chancellor Neighsay. This is not a pony the age of the CMC, this is an adult, perhaps one even older than any of the Mane Six, with an adult's brain and many more years of experience than one would assume.
Cozy Glow being an adult answers two big questions the fandom has about her. First, where are her parents? Well, if she is an adult, then the question doesn't matter. And it's even possible that she is not in contact with them anymore. Second, why would they condemn a child to a cell in Tartarus? Again, she is an adult, and Princess Celestia would be able to access her public records, such as her birth certificate, to confirm this fact. Thus, in her crimes, she would be treated as an adult pony, entirely culpable for her own actions.

Hmmm. Maybe. I can...actually see that. Also the reason she's so incredibly violent, because...is it even possible for a child to be as terrifying as Cozy Glow is?

Most of the children I have heard of who are labeled "psychopaths" are usually the result of horrible upbringings. For example, Ivan the Terrible is known to have tortured animals when he was six or seven. But again, he was basically taking violence out on weaker things because of the violence acted toward him by adults.
Short answer is yes. But it might involve a backstory for Cozy which would be 100% speculation, based on literally nothing.
