So, there's some issues that me and my editor are having some problems seeing eye to eye with each other. If you've played Pirate101, which this story is a crossover with, you'd know that Avery dreams of turning Skull Island into a pirate republic. Now, my editor makes some good points one turning piracy into a legitimate business, as well as Skull Island becoming a republic. Piracy never was, and probably never will be a legitimate business, unless you count privateering, which is basically government sponsored piracy. I need ideas on how to turn piracy into a Mafia-like business, where everyone benefits from the illegal activities, and how to turn Skull Island into a realistic pirate republic, in a way pirates can actually stand authority. My editor makes a lot of points that are good ones. Another thing I need ideas for is how Spike returns to become King of Equestria. I originally was thinking that his time as a pirate would cloud his judgement, and he wouldn't be a very good king or he abdicates to Luna or Twilight. If you have any ideas on how to help, let me know
Well, for starters if Spike is gonna start a criminal empire, he’s gotta have an army. And since it’s piracy, that means a fleet of ships that fly under his own flag.

There was also the buccaneers who ran the government of the Caribbean Islands. They were force into piracy when the Spanish government kill all the pigs on the island.
In Disney's Aladdin, Aladdin was force to steal to survive because he was an orphan and a "street rat." Because of this, Aladdin couldn't get a job and so he stole food, water, clothes, and have to sleep in abandoned house or in the open.
You could have the Equestria government become tyrannical after the Storm King's invasion. They could enact laws to keep Equestria ponies only and to ensure non-ponies don't become a threat to Equestria.
On his journey, Spike could come across both ponies and non-ponies that have become victimized by the Equestria government which encourage him to build a safe place for them and to returned to Equestria and become king.
You could have Spike ran across Prince Blueblood, Tempest Shadow, or some other Equestrians that could tell him about the underhanded tactics that the Equestrian government have done.

Only problem I see with that, Spike is not a pony, he's a dragon, but he's still the heir to the Royal Family of Equestria

In Deltora Quest, the demons cast a glamor spell on the castle so the royal family couldn't see that the outside world have became decrepit. So you could have ponies like Chancellor Neighsayer do questionable things to safeguard Equestrian while keeping the royal family in the dark.
In my MLP/ One Piece/Pirates of the Caribbean crossover idea, I have Discord be like Calypso, a fickle incarnation of the uncontrollable sea that was seal in stone by the Equestrian so they could rule all the trade routes of the ocean. After discoverying that the Pirate King was his father, Spike goes on a quest to free Discord and bring freedom to the ocean.
In the Pirates of Dark Waters, a group of pirates have to collect some gems to stop the tar-like dark water from covering everything. So you could have Spike and his crew recover the elements of harmony to stop Sombra's dark crystals from covering all of Equestria.

Decent ideas, only a few problems
Idea 1: It would be very hard to keep Celestia in the dark, since if there were really big problems caused by the Chancellor, she's hear about them through the voices of her citizens
Idea 2: Spike's dad is dead
Idea 3: Equestria doesn't play a big part in the story, Spike's in Skull Island, and he'll go to other nations of the Spiral, but eventually he will return to Equestria.
