Whoops...
Anyway, for anyone wondering how this this is possible within Crusader Kings 2, it's due to a feature known as shattered world. If you choose "Animal Kingdoms" in world culture (which requires you to keep clicking on one of the buttons that cycles through the choices until you reach this), you get a world like this. The Popes have always been elephants in this playthrough, by the way, for some reason (I kept in the historical faiths).

Yes, if you have the Conclave and Holy Fury DLCs. (Conclave gives your council a ton of power; if you decide to get it, be prepared for Council factions and civil wars to give the council power.)
