So, may be I misread https://www.fimfiction.net/story/48014/the-conversion-bureau-threshold - but I tend to think ponykind's aviation tend to be very ..big. Why someone from _flying city_ [Cloudsdale, possibly many others] with none the less but _weather control_ for whole regions should be impressed by aircraft carrier? And while airships (at least back in 2012) were mostly imagined as naive fantasy airships with nearly no knowledge of aerodynamics - why they should be like this for civilization where 1/3 of population (roughly) fly around for thousands years at minimum? May be their [airships] propulsion will be more like giant reversed windmill (powered by earthponies...heh*), or even pulsed jet engine, not even counting more magical options ... hell, even solar-powered steam engine! Not like anyone will draw any of this in any detail ..still, I had idea and writing it out better than not writing ....

EDIT: oops, I messed up. I was thinking about https://www.fimfiction.net/story/13206/the-conversion-bureau-the-first-year not 'Threshold"
EDIT 2:again, way too often it assumed ponies basicay == humans in their main psychology, but what if not? On Earth many innovations died (if not forever than at least for long time) because inventors had no material and social means to try their stuff. outside of some military circles. If ponies for thousands of years mostly wanted to help each other - they will help ones who keep things fun in new way, and those who keep exploitation (even subtle) away from work and exploration. In the long run their slow (ish) but sure progress will outrum compulsive and exploitative captitalistic "progress" as we understood it today

Here lay an airship that put every vessel in the Nation's history of air travel to shame.
To Flux's detail oriented and disciplined eye, it looked to be at least three times larger than the largest airship he knew of. The envelope, like most Equestrian airships, took the stylized form of a whale, but instead of a single tail, the vessel sported two; in order to aid in controlling its mind boggling bulk.
Where oars might have sat on the hull-proper, had it been a seagoing ship, instead were affixed winglike paddles. These served as propulsion when worked by teams of 'rowers,' or turned into the wind like sails if the weather was favorable. A ship the size of Equestria's new pride and joy likely had its own dedicated weather Pegasi to clear the skies and create favorable weather systems, Flux reasoned to himself as he continued to gape at the ship.

- from ch 4. So yeah, why airship can't be propelled by _external_ force from flying-around pegasai ? :} They will convert their own magical energy into ship's movement ..Thing is, with different psychology their main idea will be not just fly as hard as possible, but fly good, without causing anypony troubles on board (by owerworking or similar problems) or afterwards... Of course, if whole group will be in danger they will try much harder to avoid it.. or disable such danger.
