Always? I mean it is sorta logical, person with more followers is more likely to get more votes. Also inverse, people with good stories tend to get more followers.
Of course there are problems. High follower count can be ranked up in other ways besides posting good stories. But then you shouldn't trust numbers on this site anyway.
I never did that but I can imagine why people would do that
