Re-reading Jurassic World, I can imagine Tiamat incarnated as five baby dragons... who ate each other until here was one left... and she sprouted four extra heads along with her new wings when she hit puberty.

And Bahamut and Tiamat were then unconsciously drawn to each other.

Also, Safe to say, Tiamat and the other dragon concept remained neutral during the Draconequus/Alicorn War.

It's possible, Instead of joining either side and building up alliances and enemies as a result, she hoped both sides would be weakened leaving her in a stronger position afterwards.

And Bahamut chose to remain neutral due to there being benifit to dragon kind in his eyes to be involved.
