Does the "Mean 6" episode have any image like that (I haven't seen it yet), or, are there any other scenes of pony-form Twilight (aka, not Midnight Sparkle from Equestria Girls) laughing maniacally (or could look that way if taken out of context) that anyone can think of?

Screen caps from the show are public use and I can take them and modify them as I like. Actual art from artists is not something I would do that to.

Twilight's clone from 'Mean 6' was sadly too sensible for manic cackling. The most she ever gave us were evil smirks. So for now, the best call for a maniacal Twilight remains 'Lesson Zero':
