I just finished watching school daze and I am fairly certain Chancellor Neighsay is a supervillain.

He is clearly a powerful unicorn. In the short time will saw him, he displayed feats fairly impressive for the series.

He seems able to easily travel large distances with a portal. Most ponies travel by train, even those who can teleport like Starlight or Twilight do not use it for a main form of travel. Furthermore we saw twilight using this to test Starlight's magic. We know starlight is a master of magic so I must assume this is very difficult.

Then later he placed a barrier around twilights school. It is implied that no one could cross the barrier. Twilight breaks it but not with the ease you one expects from an Alicorn who is also the element of magic. Furthermore, Chancellor Neighsay is actively monitoring the barrier which makes the spell even more impressive. Even the shockwave from his boots are fairly impressive.

Now let's talk about the EEA. Its appears to be run by a board of shadowy ponies who demand complete control of the education of the youth. Even Celestia bows down before their guidelines. I get the impression that she might even be intimidated by them. At the top of this organization is presumably Chancellor Neighsay.

Finally if we look at the actions of Neighsay -- his main offense with the school was allowing non-pony students to attend. As the friendship weapons of harmony should be reserved for ponies only.

What really surprising to me was how he panicked when the school was 'under attack'. From a unicorn as powerful as Neighsay and his racist attitude towards others, I find it hard to believe he would not attempt to defend the school. After all he is both capable of putting up an impenetrable barrier and is official the composed guardian of the education. Panicking and Fleeing just seems out of his nature.

Now given his ability to monitor the barrier and his skeptical nature, I find it unlikely that he did not have the school under close watch before his arrival. He would keep a special eye upon the non-ponies. He simply needed an excuse to shutdown the school as it ran counter to his plans for pony-world-domination.

But the scariest part is that if he was monitoring the non-ponies he knew were they were when they were hidden. This means he was going to let the other races break out into war. After all, no one was blaming the ponies for kidnapping, the blamed everyone else. Why bother destroying the others will do it for you.

Perhaps I give Neighsay too much credit in his ability to monitor others. However, this is a shadowy figure with questionable political view (even among ponies) who maintains complete control over the education of the next generation, unchallenged by even Celestia. I submit to you that he is a possible evil genius on the level of Starlight before her redemption.
