Both in there own unique ways (UNSC in ships and a.i and the imperium with there supper soldiers and other weapons of wars they use on the ground)
The UNSC would have the Advantage Early on, with their standardization of their military manufacturing, and their specialized techs, but the Imperium of Man would win by Literally crushing the UNSC under the Bodies of Imperial guardsman, Exterminatusing the planets they hold or just simply out grinding them. Wait you asked who is more advanced if it is 30k Imperium they are more adv then the UNSC. But if it is 40k Imperium then they are about the same to the UNSC in certain areas but still leagues above the UNSC, until the imperium of man is no longer able to keep its level of technology up.
