Huh. I was under the impression that "blank flank" was kind of a slur, or at best, a rude name. It would be like calling someone a "dork" or a "feeb" or the like. However, now the ponies are just using it as an everyday descriptor. Nothing wrong with that, I guess. It just knocks my assumption askew. It feels weird, you know? The CMC used to hate being called blank flanks, but they sling it around like nothing in this episode.
I kinda feel it's like being poor. When you are, you don't wanna admit it, but when you're not, s'fine to call other folks the same.
I was under the impression that it was an insult because the CMC were late bloomers. Nothing wrong with a nine year old being "flat chested" but at 15 you become a target.

It definitely felt like an insult in the first two seasons, at least. I mean, Silver Spoon even says something like "We already called them blank flanks. What else can we do?"

Heh. That's kind of funny. In my experience, it's the exact opposite. The poor people that I know basically own their poorness. They don't like it, but they don't shy away from telling people that they are poor. The rich people like to pretend they aren't all that rich for some reason. It always seems like they are trying really hard to show that we are all in the same boat when they just bought a new BMW with cash on hand...

Think of it like "little kid." You see a bunch of, well, little kids, and you call them that. Or you might divide kids by saying "Okay, the older kids can play a game while the little kids watch TV."
...but try calling any kid over eight or nine a "little kid," no matter how comparatively little they are, and they'll be properly offended. You get a similar situation if you call a twelve or thirteen year old a kid at all.
That's the impression I got, and I cringed every time they used the term.
I don't want to come across as Anti-Semitic here, but it's kinda like how Jews are called "Jews", but "Jew" can sound like a slur with a nasty enough tone. Basically anything can sound like a slur if you put the right tone into it.
