Wait, you have no idea who Anon is? How in the world have been on this site and not know who Anon is? I'm not entirely sure how to go about this, but I'll try my best.
Anon is short for anonymous. Anon was created as a character that you could project yourself onto, he's very common in 2nd person stories and is usually portrayed as a jerk for some reason.
As for why he doesn't want to be filly is beyond me. That's something you would have to ask the original artists about. Unfortunately, I found this on Google images, so I don't know who drew this.

That would explain it. Anon is a hate to love/love to hate character. You either like him or you don't. Exactly, most would consider you lucky for not knowing who he is.

Because some people consider it lazy writing. Instead of thinking of a character and trying to portray them properly, you could just use Anon. Because why put in the work when the reader could just pretend they're Anon. After all, that was his original reason for being conceived.
Although some people do use Anon as a cop out, some have been able to write some pretty good stories with the Anon format.
And then there's the Anons that have a predetermine personality. This is where a line is blurred. You could project yourself onto him, but it's probably better to think of him as a separate entity. It's hard to tell whether or not if an Anon is a good one or a bad one. You can only tell after the fact that you read the story, and that's a risk most don't want to face.
