See this up there? Dinky can finally use magic! 
In the most recent episode, "Forever Filly", we saw her doing it, after countless background appearances in the six seasons before where we never saw her even creating so much as a small spark from her horn.
Sweetie Belle is not the only one growing up, I'm so proud and happy for Dinky! 
Unfortunately, for "The Strange Case of Dinky Hooves' Cutie Mark Curiosity", this poses a little problem. Until now, even though we've never seen Dinky using magic, we could still assume that she is able to do it already, but uses her magic rather rarely, hence why we never saw her casting spells when she appeared on-screen.
However, if that would have been the case, we most likely wouldn't have seen this during this appearance of her either, but we do see her using magic all of a sudden, during her very first appearance in Season 7 even. So, this is showing us that Dinky has only learned to use magic recently.
The bad news for the fic is, that I wrote it with the possibility in mind that Dinky was already able to use magic before, including right after Applebloom, Scootaloo and Sweetie Belle got their cutie marks, and that we just have never seen that, by coincidence. This is why she uses a levitation spell to assist while she helps Applebloom, Scootaloo and Sweetie Belle lifting up the plank in Chapter 1 and why she speaks about doing magical target shooting together with Sparkler in Chapter 2.
The good news is, I have found a solution to adapt to this new development and to work around what would otherwise be a plothole. I can't tell what that is yet, but it fits in nicely with what I have already established and explains everything without creating a contradiction.
It leads to it that Chapter 3 is going to be different than I thought it would be, but it helps me solving this problem and, ultimately, even contributes some interesting "nice to have" build-up for something that comes later in the fic, which wouldn't be there otherwise.
So, basically, Dinky did me a favor here, with having learned magic just now.

Well, given it's in an Alternative Universe, you can make it that dinky can use Magic early, use your Head Canon. In my First Story with her, she can only use Basic Spells for example. I Never thought when the Story is set but it supposed to be set before the cmc got their Cutie Marks

Headcanons are something I don't like to use in my stories, unless I go full-blown alternate universe (and I have no headcanons as it is, only theories what might happen later).
As such, I only like to use such theories that make sense and might turn out true or, even have lots of evidence to support them. There is something happening in this fic which is not exactly my theory about Dinky, but one possibility, based on a certain thing we've seen in the background a few times. Hence why this story, same as "Aunt Millie", is just simply in the same universe as the one we see in the show.
That doesn't allow for too much juggling with ideas to solve that problem that has arisen now.
But, as the blog entry describes, I have found a solution to work around that, a rather obvious one at that, which will explain how it's possible that she only learned magic recently, but still already used a spell during the events in my fic here.
