...but the only way to get it is by chain-fishing Corsola and even then the encounter rate is 1%.

Basically, you have to fish Corsola over and over and over again until you find one of them that calls for help (things that Totem Pokemon usually do). The allied Pokemon will either be another Corsola or, with a 1% chance, a Mareanie. It's an overly tedious thing to do and I'm not sure why GameFreak did it.
Apparently Mimikyu's encounter rate is even worse, but I'm not sure how.

That sounds like an incredibly stupid design idea. And of course I imagine trading is going to be a nightmare for something that rare. Oh you want this super rare Pokemon? I'll take it for a Rayquaza. Still, really hope you can find one in the game my friend.
