That effect isn't too broken, considering it already belongs to Omniscience. There are a lot of rules to this ability. One being that while you don't pay its mana cost, you must still pays its other costs, such as it requiring you to sacrifice permanents, or if it has a kicker and you choose to use its kicker ability. Another being that it only affects cards in your hand, and nowhere else, such as your library or graveyard. The last stipulation is that any spell with X in it cost that is cast with this effect will automatically make X zero, so unless you want your spells to have literally no effect, you'll have to pay for cards with X in their cost.

4060406 Well here's the thing Omniscience is an enchantment that can get destroyed or exiled, while emblems can't be targeted by anything in existence. So there's the difference between the two and I'm not entirely sure about the rules for X costs but kickers you'll still have to pay the cost that's just a given.

if you look up the ruling for omniscience, it specifically says that spells with X in their cost is considered to be 0. You also have to keep in mind your opponents have a full 4 turns to do something about Tamiyo before you can get her ult off, without the use of adding extra counters on her.
