Mister Cee

Having a history can be both good and bad, his unfortunately is of a mindless monster who'd kill anything that tried to hurt, kill or kidnap his niece, Theresa. With legends and horror stories passed down through the EUP guard about him and his over four hundred merciless killings, he'll be lucky if he can ever get rid of his lore. Magical wised, his and Theresa's ability to purify magic by removing the very rules and laws themselves makes him extremely dangerous and versatile, although he will avoid using it directly whenever he's in combat. His preferences for fighting are unarmed, melee or Anam fueled Plasmids. His preferred methods of attack are to close distance and disarm, failing that then he'll do use his grapple drill or Plasmids to keep his opponents guessing.

Coming from a messed up family hasn't affected his devotion to family and those he considers friends at all. Magic of Friendship, please, his casual indifference to fighting any that threatens his friends and family is part of the reason he got sent to Equestria, that's what friendship and family means to him. Due to Theresa's love of three characters above all others, the sight of someone harming, insulting or fighting them will automatically make the offender his next target.

While capable of taking his dive suit off, the feeling of not having his second skin and expressionless porthole to separate him from the world leaves him uncomfortable. When he does take it off, he's no longer a heavy tank and more of a rogue when in combat, able to run at twenty-five plus MPH and jump eight feet, ground to his shoes at the peak of his jump, in the air while at the cost of his UFIO Tonic. Even without his dive suit, he's still more than capable of shrugging hits off, dodging lower grade trained attacks and delivering devastating blows, thanks to years of parkour and Krav Maga as well. While not a military grade, he is a certified graduate and knows several cheap tricks from years of watching anime, rereading books and getting into close calls back when.

If you took over your Equestria, he'll just say to each their own. But if you intend to harm any children, you'll automatically be on his shit list. He could care more, but try as he might simply can't care less about you hurting most of ponykind so long as you treat the young well. Some might say he's a monster, but he'll politely inform them that he's only willing to help and be helped so long as he's not attacked or insulted by his summoner. Oh, I'm sorry, that's what a little sister would see, he'd most likely smash your head into a brick wall a few dozen times before curb stomping your chest.

His world would probably be judged as one of the more true to show universes in terms of his princesses being able to fight a displaced; his Celestia is a blubber flank whose combat skills are few and far between and her disposition to diplomacy had her on a low threat list. Her personal guard was slaughtered after she order the two dozen guards to kill Theresa is the reason she's on top of his destroy face on sight most times list. Luna is prone to yelling but what little else she can throw can't be blocked or countered; dream walking, the RCV and her desired to end Theresa's "curse" by placing a bounty on them a thousand years ago has her in his top ten punch on sight most times list.

His least favorite pony is Rainbow Dash, because whenever the hot headed pegasus has met up with him, it usually ended in confrontation. His casual attitude to backhanding her can escalate to violent confrontations with the native displaced if she's not kept leashed and muzzled when around him. Ironically, his strong sense of loyalty to friends and family can be considered the reason he doesn't have her on a list. Be advised, he's not above hitting most of the mane six sans Fluttershy and Pinkie, the latter due to respect, but never with his full strength.

Equipment

1 Grapple Drill, useful for mid ranged attacks but prone to breakage if used incorrectly, able to drill through steel. Infinite fuel.

1 Shield Drill, deflects all directional based magic attacks as well as being able to drill through reinforced or enchanted steel. Infinite fuel.

1 Armoured Dive Suit, with a insulated layer and constructed out of self healing rubber, this dive suit will enable the wearer the ability to withstand crushing depths and a wide temperature range. Various pieces of armour added to critical locations protect the wearer further, the helmet and scuba tanks are also reinforced and detachable, but several bolts and rivets keep the Plasmid gloves and diving boots attached. While wearing the complete dive suit, the Mr. Cee is able to use the UFIO Tonic. Three hours of compressed air enable the wearer to be sealed off from the world while twin floodlights under and to the side of the single porthole enable vision in the darkest depths of the ocean floor. The completed suit weighs in at over half a ton gross, Mister Cee weighs around thirteen hundred pounds when wearing it.

Plasmids, altered Plasmids, Tonics and learned spells.

Basically, if it involves ice then Winter's Blast will be the Plasmid he'll use, a little to a lot of Anam to fuel the Plasmid and he's able to summon a ring of frozen stalagmites to surround him and others. Incinerate enables him to engulf his body in flames, thus making grappling with him all the more dangerous. Electro Bolt and a convenient cloud will allow him to create an angry storm cloud that drops a dozen lightning bolts that are able to penetrate ponies natural resistance to electricity as well as other foes with a minor ability to resist electricity. Basically, if he can imagine an attack that uses an aspect of his Plasmid then he can create a attack, it's only really limited to his own imagination.

Tonics pretty much act like they should act in the game, only with basic changes; Electric Flesh gives minor defense to most direct magic based attacks. UFIO increases his ability to bowl through hostiles, obstacles and increases his Shield Drill's ability to drill through barrier spells once he gets up to speed as well as raises his defensive strength when he holds his ground, the longer he stands in place the higher the bonus. Various aspects modified for various Tonics and Tonic-like passive spells.

Several slots for various spells enable Mister Cee to continuously adapt and learn, with a limit of a dozen spells and a dozen passive spells. Controlled Chaos enables Mr. Cee to dispel any and all chaos magic that's used on him, his allies and the environment. The added bonus is the ability to give things a candy coating or if the object is thin enough then they can be completely turned into food or candy and play music. Various abilities to be unlocked as Mr. Cee pranks versions of Celestia, 2X XP for pranking his version, as with his other Plasmids it's limited in effectiveness by his imagination. Voice, a low level spell given to him by an alternate version of Celestia that had a glitch, upon fixing it with a little Anam, it became a new passive spell, miniscule drain on Anam to talk, various abilities from just talking all of the way up to the RCV possible upon learning it's requirement. RCV is a stupid thing to use when wearing helmet.

How does he say 'to each his own' for conquers? Doesn't he know that in order to conquer ones own Equestria that means harming children, be it murdering their parents for daring to defend Equestria against that particular displaced, leaving them bereft of love and guidance, having parents and adults in general as an example of subjugated subjects which they will learn from to be a normal state of life, poisonously stifling their potential without them ever knowing any different, or the displaced just murdering certain children to keep the populace in general under his rule?
And huh, bold choice for the translation spell. I would have figured it for more of a tonic-like ability. But now he'll be unable to communicate if he should ever use up his Anam, leaving him in a particularly vulnerable state until he can absorb back some ambient magic from the atmosphere.

3680490 Hmm, maybe a thousand years of no fucks given when it comes to adults, but if he does encounter a conquering displaced, so long as he pays for the school system and orphanages than Mister Cee will be practically neutral to most things. You've seemed to forgotten about Theresa, do you really think she'd just help some asshole kill thousands of ponies? At worst, the summoner pisses off Mr. Cee or Theresa and is given a good fight.

And yeah, voice is a passive spell, thus gets a Tonic slot. But like elemental strom is capable of damaging hostiles amoung other, future upgrades.

I hadn't considered Mr. Cee to be so focused on his duty to protect Theresa that he would let stuff like that pass by with little more than a grunt. I must admit that I overlooked it due to his rather crass speaking style. That's on me. (also forgot they are summoned in pairs there for a moment, got a little too side-tracked with the tactical load-out and specs, love that sort of stuff :3 )
And are you sure you want to put the voice in a tonic slot? Certainly it makes his combat load-out a bit easier to manage when in direct confrontation, but since you say it uses some magic, why not fiddle around with that and be able to pump up the magic in it for voice manipulation (sound like someone/pony else) or even as a sonic attack (though that would require the helmet to be off).
