I have a few theories about that:
a) Luna buries herself in the ground for a month or so and Tia is unable to find her
b) Despite her damaged horn, Luna can still weave some magic. Still, she needs to wait for the star formation to occur to cast the right spell.
c) Luna self mutilates her horn every time before Tia comes. Eventually, Tia believes her that horn really does heal slower, so she reduces her visits, giving the horn more and more time to heal. When the proper star formation is about to occur, Luna heals it up enough to cast a spell before Tia's return
