The gummy bear mennace

It has come to the council's attention that the gummy bear menace has taken too many friendly lives. Therefore we have unanimously agreed to permit the controversial "enhanced interrogation techniques." While some may say that the methods used are "unconventional" and "illegal," the results have been invaluable.
We have already learned of the location of two key supply depots from captured high ranking officers. They unfortunately passed away before anymore could be learned.

At this point in time we have decided to allow two forms of enhanced interrogation one with salted water, one with distilled water.
