According to a tweet of Amy Keating Rogers, these two are apparently, in fact, most indubitably sisters.
What could this mean? Well judging by their pick of their dresses, their personalities, and the fact they are sisters... I gotta say... they are the alter egos of Celestia and Luna. Boom. Headcanon.
