True, I know many who personally love Fluttershy-but, some also find her fragility annoying-it is possible that it was another pony who actually got all of the votes, but fearing another backlash of biblical proportions after Derpygate, Princess Twilicorn, and Equestria Girls...perhaps they felt this was the safest route.
However unlikely this theory may be...it's a possibility to consider at least-companies are all about making money after all, and they last thing you want to do is alienate your viewers/consumers.
(Especially given how squeamish some Fluttershy fans can be when it comes to her suffering in Grim Dark fics and Art Work-I've got nothing against Fluttershy or her fans, personally-but, my favorite pony is Rainbow Dash and I didn't get all bent out of shape over Cupcakes...)
