Did...Did Luna just steal children?

Just watched Children of the Night. Needless to say it was good, excellent animation. Though I couldn't help but notice the fact that Luna outright kidnapped some random foals.
Not sure what creeps me out me more. The fact she did it or the fact that a lot of comments praised her for it.
