Even after Luna’s visit to Ponyville during Nightmare Night, she still feels unloved and underappreciated by her subjects. Celestia seems strangely reluctant to let Luna interact with the public, and ponies have made no effort to interact with her, so Luna comes up with a plan that forces her subjects to depend on her for survival.
