It was explained in Chapter 3, it comes down to he was afraid it might not do what he thought it would do and just turn him into a monster like Starswirl the Bearded. (I'm a big fan of the theory that Discord is Starswirl because his last spell had a flaw in it)
And the other reason is when he did test it on his daughter it used up over 50% of the Heart's power and the only way to recharge the Heart was with love which the empire didn't have anymore at the time.

Well said, and describes the character to a tee. It's pretty much how I envisioned the way Cannon Fodder views the world.
Another thing: you didn´t put the LD tag on the story. Does that mean her rol in the story is over? I don´t imagine someone like her forgetting about the treacherous mare who used and throw her under the bus so easily.

Well, her roll in this fic is pretty much over, but I have plans for her later down the line. I have a lot of ideas for future fics that I want to all take place in the same continuity, but with how slow I write I don't know if I'll be able to write all of them or not.
The next fic I want to write I think will be about Sweetie Belle ten years later as a singer with Trixie as her manager. LD would appear in this fic near the end of it.
Or a fic where Pro Bono moves to Canterlot to rebuild his career, I'm thinking something like a Phoenix Wright parody with this one. I really want to expand on his charterer and back story some more. I haven't decided which one I will write next and either way I need to finish this one first.

I like Luna, and since she has so little screen time in the show, I can write her however I want (the magic of fan-fiction). And I just so happen to like subtle evil, very manipulative, kind of bitchy characters

That is my head canon, so as far as my fic goes yes Luna and NM were one and the same the whole time.
I know a lot of bronies like to separate Luna away form NM but I don't like doing that because I think it just takes a lot away from not only Luna's Character but from Celestia's as well. That and there is nothing in the show that suggests that NM was any thing else then just Luna the whole time anyway.
