This would be categorized as Fallout Equestria if only for it being within the same universe. So yes, this is an obvious FoE, just without the name. If it goes by the same sequence of events that the war did for FoE, then it should be a FoE sidefic. But if there is another reason for the making of the wasteland, then it is a completely different thing.
