Shocked, hurt and confused, she runs off to confront either Orion or her son to verify what she's learned. She finds them together, and in a fit fueled by rage and neurosis (again, Twilight's mom), she makes them 'prove' their attraction to one another via force; or tries to show Orion she's still 'better' than any stallion ever could be. Shining Armor doesn't want to hurt his mother any more than they already have so he doesn't fight back, while Orion's simply overwhelmed by her powerful magic. Afterwards, they might manage to talk her down.
Meanwhile, Blueblood panics because he's broken his word, and goes to see his sister Cadance in order to get in her good graces before everything falls to pieces. She, however, already knows about her husband's affairs. She's appalled by her brother's blackmailing of Shining Amor; perhaps she's always suspected Blueblood was involved in some shady dealings, and that he resented her, but never realised how deep he'd sunken. She doesn't want to break off her ties with him (they are siblings. Also, the royal family has a tradition of siblings clashing like this, and making up), but before they can get to redeeming him, he needs to be put in a position where he's no threat to others, and to a lesser extent, himself. Like an "open-ended sabbatical", time actually spent in house arrest with his sister and in-laws.

As for why Shining Fucked Twilight's ass, it was partially a tribute to Bronystories 'Adventures of a Teenaged Foalsitter' in which Twilight want's Shining to fuck her but he refuses. Also I wanted to include some M/F Anal, and had already written that Soarin' was spent, so Shining was the logical choice.
